Minutes of the Ad Hoc Airport Advisory Committee 6/1/97 The Little River Airport Ad Hoc Airport Advisory Committee met on Sunday, 1 June 1997 from 4:00 - 6:00 pm in the Clubhouse at The Woods, 43300 Little River Airport Road, Little River. Four committee members were present: Joel Bornstein, Trey Loy, Tim Scully, and Jack Reichel. Grant Wheeler, Dick Ahrens, Diana Scully and Tris Coffin also attended. Ray Yates attended the last part of the meeting. We agreed that the next Ad Hoc meeting will take place Sunday, June 15 from 4-6pm at the Woods. Minutes ------- The minutes of the last meeting were approved. Reports on recent events ------------------------ Coast Guard Letter: Tim reported that he has written to the Coast Guard as requested in the last meeting. He invited a Coast Guard representative to attend an Ad Hoc Comittee meeting, he sent a copy of the Little River noise abatement procedure and and he included a list of questions we'd like to explore: Why does a Coast Guard C130 do touch and go landings at Little River? Does the Coast Guard already have an instrument approach procedure for use at Little River? Would a non-precision GPS approach at Little River be helpful to the Coast Guard in the event of an emergency? In the event of an emergency [e.g., major earthquake], would your aircraft be able to get into Little River when the weather is IFR? Would the availability of jet fuel at Little River make a significant differene in search and rescue operations? [Jet fuel is not currently avaliable and this has been another topic of debate.] What part does Little River Airport play in disaster planning? Updated Maps: At the last meeting there was some discussion of how the Coastal Zone cuts one corner of the airport. Tim brought an updated map which shows the Coastal Zone boundary over a larger area. We also looked at the approach trapazoids for both runways, the airport property boundary and another map showing noise sensitive areas hilighted in yellow. This map is posted in the airport office. Official Airport Advisory Committee ----------------------------------- Supervisor's meeting: Copies of the Supervisor's latest draft resolution for an official AAC had been mailed to all committee members. We briefly discussed what had been changed. The Supervisors did not adopt all of our recommendations, but the committee agreed that we could support their resolution. As far as we know the full Board will consider this resolution on 6/10. Tris Coffin, a Woods resident, read a letter he is planning to send to the Supervisors about the AAC resolution. Tris served 3 years on the Marin County AAC. He said that he feels that the air traffic at Little River is light and is acceptable. He suggested having at least 4 pilots on the AAC to be able to handle the technical issues that come up. He opposes having AAC members who hold a narrow view, such as the people who focus exclusively on shrinking the airport. He related the problems the Marin County group had with one member (a realtor) whose sole interest was developing Hamilton. Tris expressed support for the existing Ad Hoc Committee and commended its work. Trey said he's not playing the numbers game. Some people want the airport to grow, others want it to stay like it is. Grant described a letter he wrote to the supervisors. It urged them to allow some flexibility in the appointment of committee members. What if there aren't four non-pilots willing to serve? Joel said that he's not aware of a group that wants the airport to grow. Many of the concerned neighbors have expressed concern that there is such a group with a secret plan for major expansion. Joel doesn't want the airport to grow and doesn't know of a group that wants it to. Ray Yates arrived. GPS Report ---------- Trey suggested that the committee should complete the GPS report and submit it to the Supervisors before the new committee is appointed, to wrap up the long and hard work we have done on it. Grant asked how much time is needed before the community meeting on the GPS report. Trey suggested submitting the report to the Health, Welfare, Planning and Transportation Committee with a recommendation that a public meeting be held to discuss the report before a statement of no environmental impact is made. But, he said, the report needs some more work first. Ray asked: why make more changes? Joel said that he's been happy with the report for a while, but is in favor of Trey's plan. After some discussion we agreed to go through Trey's modifications with the idea of presenting the report to the supervisors for the July 14 Health, Welfare, Planning and Transportation committee meeting. Jack passed out copies of a booklet on GPS from Trimble, holding back 5 copies for the Supervisors. He also passed out copies of a new GPS approach plate for Half-Moon Bay airport. Trey said that he still has trouble understanding the numbers on the approach plates - some of the non-instrument rated pilots agreed. Trey suggested that the approach plates should be moved to an appendix. Tim said he'd either do that or else he'd annotate them to explain them more completely. Joel suggested using NOAA charts instead of Jeppeson. Jack said that he won't be able to attend our next meeting because he'll be at the Paris air show. Poor fellow! Trey went through his list of changes to be made in the report. There were no objections. Tim agreed to produce a revised draft for our next meeting. He said that he would need more than 2 weeks to produce reports complete with appendices. The committee agreed to review the report in 2 weeks without the appendices, then in a month with them. Joel said that Diana Wiederman told him that she has formed her own Ad Hoc committee. He didn't find out where the minutes of their meetings are or if they are open to the public. Trey said that Diana and her friends don't talk to him - he goes his own road. We agreed to meet next on June 15 at 4pm at The Woods.
