Minutes of the Ad Hoc Airport Advisory Committee 6/29/97 The Little River Airport Ad Hoc Airport Advisory Committee met on Sunday, 29 June 1997 from 4:00 - 6:00 pm in the Clubhouse at The Woods, 43300 Little River Airport Road, Little River. Six committee members were present: Joel Bornstein, Trey Loy, Tim Scully, Fran Tucker, Jack Reichel and Ray Yates. Grant Wheeler, Dick Ahrens, Richard Gallagher and Dave Brewer also attended. Andy Becker arrived shortly after the minutes were approved. We agreed that the next Ad Hoc meeting will take place Sunday, July 13 from 4-6pm at the Woods. Minutes ------- The minutes of the last meeting were approved. Reports on recent events ------------------------ Tim reported that he received two letters from DPW. One said that they are planning to address the altimeter setting issue in the new airport supervisor's contract and that the two fuel pumps are mutually incompatible, so it is not possible to connect both to the one remaining fuel tank. The second letter said that noise abatement signs have been posted at runways 29 and 11, asked if any additional signs are needed and asked us to resend the list of publishers of pilot guides so they can mail the noise abatement procedure out. Tim read his reply to DPW, listing the publishers of 5 pilot guides, and requesting two more signs: one at the central taxiway forbidding intersection departures and one at the airport entrance. None of the pilots had noticed the noise abatement signs, including Joel who flys daily at Little River. This suggests that they won't be very effective in communicating with transient pilots. Several pilots pointed out that a third additional sign was planned for a runup area for Runway 11 at the end of the hangar line. It was also suggested that something should be done to increase the visibility of the existing noise abatement signs - to either change their size, color or both. Someone asked if the Airport Facility Directory in the Airman's Information Manual contains noise abatement information - if so, it should be added to the list. Tim reported that Norma, Clerk of the Board, told him that the Health, Welfare, Planning and Transportation Committee did not dispose of the official committee resolution at its regular June meeting. They scheduled an additional meeting for June 26 to handle it. They will not meet in July. Since the June 26 meeting was too soon, Tim had requested that the GPS report be agendized for the HWP&T meeting in August. GPS report ---------- Tim reported that 10 copies of the completed GPS report have been printed, at a cost of $12 each. The unexpectedly higher cost was due to the high page count (171 pages), the cost of color copies for the three maps, and the cost of binding. Trey suggested passing the hat to pay for the costs of copying the GPS report. This raised $100. The committee members looked over the report. Tim said that he had added a very brief section to introduce Lee Edmusdson's report. He added all the appendices and reindexed the document. He said that Grant Wheeler helped xerox and organize the newspaper articles for Appendix H. Jack offered 5 copies of the Trimble pamphlet on GPS, suggesting that they be put into a pocket at the back of the reports which go to the Supervisors. We discussed where the reports should go. The consensus was to send 5 to Ukiah (for Supervisor Patti Campbell, Supervisor Michael Delbar, Norma Leone - clerk of the Board, DPW and Supervisor Charles Peterson). We agreed to place a 6th copy at the airport office, holding 4 in reserve. Tim asked if we should send a copy to the Mendocino Beacon. Both Trey and Jack said that we should let the Supervisors on the Health, Welfare, Planning and Transportation committee see it first, then offer it to the public if they agree that we should. Grant said that there is a County courier who travels from Ft. Bragg to Ukiah daily who would probably be willing to deliver the reports, to save postage. The committee voted unanimously to accept the report and to send it to Ukiah. Ray said that he noticed an article in the paper saying that the Board is considering applying for grants for Little River and Covelo airports. Tim speculated that this might be related to the biannual update of the Capital Improvement Plan which DPW circulated in January. Noise Abatement --------------- Dave Brewer gave Tim a set of 4 aerial photos which he obtained from Department of the Interior, Aerial Geological Survey, EROS Data Center. We may copy these freely for use in a noise abatement brochure. The photos we saw in Ukiah were made by a company in Oregon which wants a fee for every copy made, so getting these public domain photos is much better. Tim displayed the color noise abatement map in Appendix K of the GPS report and said that he has posted a 3x4 foot copy in the airport office. The LRAPA members looked it over shortly before this meeting and suggested a couple of improvements which will be implemented in the next version of the map. Grant Wheeler showed the committee a series of color photos he took recently, when the Coast Guard C130 was doing touch and go landings. There was some discussion of where the C130 touched down and where it left the ground. Trey said that although the C130's are loud, he is glad that they know how to get to Little River in case of an emergency. We discussed drafting a cover letter to go with the GPS report. Trey suggested keeping it simple, leaving discussion to the HWP&T meeting. Andy Becker asked if he could be on the distribution list for the draft minutes. He said that he has sometimes been misquoted slightly and would like to have a chance to make corrections before the minutes are approved. The committee ageeed to Andy's request. Joel said that he may miss the meeting on the 13th because he'll be out of town. We agreed to meet next on July 13 at 4pm at The Woods. The committee's next meeting will be from 4pm-6pm on Sunday July 27 at the Clubhouse at The Woods, 43300 Little River Airport Rd. We usually meet every other Sunday. Interested parties are welcome to attend these meetings. The agenda for this meeting is: - approve minutes of last meeting - reports on recent events - official airport committee resolution - GPS instrument approach report, short version - discuss legacy to leave for official committee - agree on agenda for next meeting The committee is seeking additional alternate non-pilot members who are interested in working on airport issues.
