Guests: Supervisor David Colfax, instructor pilot Joel Bornstein, Judith Barry. 3. Minutes of the previous meeting were approved. 4. The background and the history of the AAC was reviewed, for the benefit of Supervisor Colfax: 4.1 March 1995: there was a meeting of airport users and neighbors with DPW representatives, Administrator Scannell and Supervisor Peterson. 4.2 A Little River Airport Ad Hoc Committee was formed at the suggestion of Supervisor Peterson. Issues: 4.2.1 Grading of airport: dust on neighbors and on aircraft. Resolved by ceasing grading, researching grass planting to control erosion. 4.2.2 Mechanic at airport: still unresolved. 4.2.3 Supervision: troubled history; now resolved. 4.2.4 Planned seizure of private hangars in 1999: resolved. 4.2.5 Additional hangars: still an issue. 4.2.6 Noise abatement: policy now in effect. 4.2.7 Fuel: resolved, tank being installed this month. 4.2.8 GPS instrument approach: in process. 4.2.9 Large aircraft, movie company use: insurance was dropped. 4.2.10 Airline service: uneconomic. 4.2.11 Airport costs/benefits to County: deficit spending. 4.2.12 Form an official advisory committee: now in place. Unusual makeup of committee: 3 pilots and 4 non-pilots. 4.3 An Airport Advisory Committee was formed. Issues: 4.3.1 GPS instrument approach: report completed, request to FAA completed, design in process. 4.3.2 Repeated touch and go landings: recommendation made to limit these. 4.3.3 Fireman's Park; occasional noise issue. 4.3.4 Motorcycle riding park: liability and the noise issue makes this unattractive to the community. 4.3.5 Non-aviation uses of airport: unresolved. Traffic increase versus income from an underperforming County asset. 4.3.6 Fuel: resolved. 4.3.7 Temporary hangar: resolved, in favor, for use of an aircraft involved in the Sheriff's Air Squadron. 4.3.8 Noise abatement: simplification resolved. 4.3.9 Fog seal and striping: completed and much appreciated. 4.3.10 Acceptance of Federal grants for maintenance. 4.3.10.1 Past reluctance to apply for grants. 4.3.10.2 County or Federal control. 4.3.11 Major issues still pending: 4.3.11.1 Non-aviation uses of land. 4.3.11.2 New hangars. 4.3.11.3 GPS questions: tree heights. Will the trees be left to grow, topped or removed? 5. Questions and discussions: 5.1 Movie company use? 5.1.1 Size of aircraft: 19+ passengeers. 5.1.2 Liability insurance. 5.1.3 Emergency equipment: volunteer FD used to handle. 5.1.4 Not really essential: equipment is moved by trucks, cast can uise smaller aircraft. 5.2 Fog seal? 5.2.1 Cost: ~$50,000. Cost uses up annual State grants for the last 5 years. 5.2.2 Crack seal before fog seal. 5.2.3 Fog seal. 5.2.4 Slurry seal: more expensive. 5.2.5 Overlay: ~$1,000,000. Funding plan required to get Federal and State grants for 95% of costs. 5.2.6 Striping: ~$30,000. 5.3 Self-storage? 5.3.1 Issue: traffic. 5.3.2 Issue: Master Plan. 5.4 GPS approach and trees? 5.4.1 Land at East end of runway: now for sale. 5.4.2 Land swap: to protect airport from houses being built very close to runway. 5.4.3 Trees off airport: topping or removal. 5.4.4 Trees on airport: topping or removal: neighbors want to be involved. Supervisor Colfax sugggested that we involve Ray Hall in the tree cutting issue. Scannell County of Mendocino 501 Low Gap Road, Room 1010 Ukiah, California 95482 Dear Mr. Scannell: The Little River Airport Advisory Committee has a subcommittee which deals with non aviation use of the airport land. The goal is to provide additional income to the County. Keith Paulson has proposed a self-storage facility to be built on airport property. His proposal is summarized in the attachment. It appears to the subcommittee that, if additional income from the property is needed, self storage may be a good idea. It will have relatively low impact on the airport neighborhood and it fills a need in the community. We will solicit public input before making a recommendation. But first there is an issue which needs to be addressed. Some members of the committee feel that the County, rather than the private sector, should build projects like this on County land. The purpose of this letter is to find out if the County is open to considering making investments in revenue-producing improvements at Little River Airport, or if these are only possible through private investment. The projects under discussion include non-aviation uses such as self-storage and aviation uses such as additional rental hangars. Below is an example of one proposal for self storage at Little River Airport. Of course, if a decision is eventually made to solicit bids from private investors, there would be an open process, so the proposal below is only an example. If the County were to invest in a similar project, the cost might be in the range from $100,000 to $300,000, depending on the phases completed. Note that if the County built the project, we assume that the return to the County would be higher than Mr. Paulson's estimate. Attachment from Keith Paulson: Proposed Self-Storage for Little River Airport Property Land required: at least 5 acres Location: to be determined. One location off Little River Airport Road west of the airport access road and one location off Albion Airport Road are being considered. Phases: three of 50 storage units each. One phase to be built initially. Others to follow as demand dictates Structure: single story, about 5000 square feet per phase. Approximately 15,000 squarefeet total. Services: electricity and telephone. No water or septic. Security: Fence with telephone based security system. Access roads: Asphalt entry; gravel around the building. Estimated traffic: about 1 « trips per day per phase. About 4 « trips per day total. Construction cost: approximately $100,000 per phase. Yesterday it was set on the pad. Today F.B.E. wired it and we had Fuel put in the tank. BUT STILL CAN NOT PUMP!!!!!!!!!!!!!!!!!!!. The people will have to come and set up the card lock and tell me about all the checks that have to be done. Also it has to pass a air quality test. Also weight and measure test. This could happen anytime between Wednesday Sept 1, until some time after Labor day. Please hang in there and I will do my best to keep everything moving ahead.
