Here are the questions we discussed. Why were the hangars built? Net new or replacement? Rental backlog? Who owns them? Public or private? If private, rental or private use? Ownership reverts? What size? Single, light twin, bigger? Why? Type of construction? Nested or standalone? Prefab or custom? New taxiway required? How much? How much apron? New pads or existing tiedown area? Costs? How financed? What was the process? Design (by whom?), approval, bid, construction. How many bidders? How long did it take? Utilities provided? Electricity, water, phone. What is the rental charge per month? Utilities separate? What would do differently? Who else should we talk to? While we met I called Marilyn Harden at the Willits City Office and got the following information: Ten hangars. Built in 1990. CalTrans loan. 42.5' X 36' X 12.5'. Owned by the city. Electricity provided, not water or phone. There is nobody around who was involved in the process in 1990. She will dig out the file and be ready for a call on Friday. She will dig out the file and be ready for a call on Friday. 8/4/00 Phone conversation with Marilyn Harden. Total cost of the project was $160,000. This included paving a 30 foot taxiway the length of one side of the hangar row and probably a 50 foot taxiway on one end. The design was subcontracted and probably administered by the then airport managerJim Bohen(?). The hangars were manufactured by Nunno Corp, Paso Robles, CA., phone xxx Current rent for a hangar is $120 per month. 8/4/00 Visit by Tom G and Dave B to Willets. The hangars are very nice. Concrete floors. Doors slide on a track along each side. I will send several pictures via a separate email. Ukiah. Conversation with Don Bua, airport manager. Tom G and Dave B There is advanced planning for some new hangars to be built by the city, but no decision to proceed. A private individual, Greg Taylor of Byron, CA is building eight 2500 sq foot hangars. He plans to charge $650 per month rent. His lease on the land is for 40 years. At the end of the lease, ownership of the hangars reverts to the city. Don Bua has been in contact with Mike Farmer of CalTrans. Mikes experience is that ten nested hangars will cost about $220,000 including design and attendant taxiways. At the current interest rate this will require a $170/month rent to carry the loan. Don has a quote from Electra Tube of $86,639 for ten hangars themselves. His contact at Electra Tube is Ken Keatts 805-226-9022. They will bring electricity to each hangar, water to the end of the row, and no phone. They will outsource the design. The last design, 15 years ago was done by the city engineers office. Their experience with maintenance of existing hangars, the newest of which is 15 years old, is that they don't require much. Just an occasional spring or hinge. The state is eager to make loans, The process takes just three to four weeks. By the way, the FAA will make available to airports $150,000 per year for three years starting in 2001. Don thinks there are no strings attached. Don gave us a copy of their standard rental agreement. I have attached it. AIRPORT HANGAR RENTAL AGREEMENT THIS AGREEMENT, made by and between CITY OF UKIAH, a municipal Corporation, hereinafter called City, and hereinafter called Renter, W I T N E S S E T H: City does hereby rent to Renter on a month-to-month basis that certain building known as "HANGAR NO. " situated at the Ukiah Municipal Airport in the City of Ukiah, County of Mendocino, State of California, and the grounds necessary and incidental for the use thereof, and for the purposes herein provided, under the following terms and conditions: 1 . The rental rate for said Hangar and incidental premises shall be per month payable monthly in advance as hereinafter set forth. 2. These premises are rented to Renter for the sole purpose of storing one airplane, a portion of which is owned or ]eased by Renter. Renter promises and agrees to keep said storage hangar orderly and clean at all times, free and clear of all cans, rags, boxes, excess aircraft parts, and other miscellaneous items. Renter agrees that, should it be necessary for the Airport staff to enter and remove any unlawful debris that might be left in the hangar after the Renter has been notified in writing to remove the same, he will pay to the Airport Manager any costs that are incurred in said removal. 3. Renter promises and agrees to permit personnel of the Airport staff to enter, inspect, and remove any and all trash and debris that the City deems necessary. 4. Should the Renter fail to pay the rent as herein specified, or discontinue the ownership or lease of an aircraft, then this Agreement shall immediately terminate, and City shall have the right and privilege of renting the Hangar to other parties. Should the Renter desire to retain the Hangar space due to the purchase or lease of a replacement aircraft within a period of not more than 90 days from the date of discontinuance of ownership or lease of an aircraft as stated above, upon notification of and approval by the Airport Manager, payment of the required rents, and compliance with the terms and limitations herein, this lease shall remain in effect. 5. As stated rents are payable monthly in advance, beginning on the day of , 19 , and are to be considered delinquent if not paid by the 10th day of each month thereafter. If the rent is not paid within such period, or a satisfactory agreement reached between the Renter and the City Manager of the City of Ukiah, then this Agreement shall be considered terminated, and the Renter shall have no further rights thereunder. 6. Renter shall not make any alterations or additions to hangar without approval of Airport Manager and the written consent of the City Manager. 7. This Agreement shall not be assigned, transferred, sublet, or under- let by the Renter except with the written consent of City and upon such terms and conditions as City may require. 8. City shall not be obligated to furnish to Renter any light, power, telephone, water, or other utilities under the terms of this Agreement, and any plans of the Renter to install utilities of any kind shall be approved by the City Manager. 9. Renter agrees that if he should fail to keep, comply with, or perform any of the agreements, convenants, or conditions of this Agreement, City shall have the right to terminate this Agreement, and to enter upon said premises, and remove all persons and property, and repossess itself of its former estate. 10. Renter agrees that, if this lease should be subject to termination due to his failure to pay rents due as herein specified, the rents so due shall become a lien against the aircraft stored in the hangar. The Airport Manager. shall secure the lien by removing the aircraft from the hangar and securing the aircraft to a tie-down until the Renter has paid all delinquent rents. 11. The City reserves the right to further develop or improve the premises of Ukiah Municipal Airport as it shall deem fit, regardless of the desire or views of the Renter and without interference or hindrance of the Renter. 12. Upon confirming to and abiding by all of the agreements, covenants, and conditions of this Agreement, Renter shall have the right to the enjoyment and peaceful possession of the premises hereby rented, and free access thereto for himself and his guests, provided, however, that such access shall not interfere with or jeopardize the use of said airport. For the purposes of this Agreement, the word "guests" includes Renter's family. 13. The City reserves the right to increase or decrease rental rates as established by the City Council by notification to the Renter at least fifteen (15) days prior to the effective date of such increase or decrease of rental rates. 14. This Agreement is made upon the express agreement by Renter that City shall not be liable for damages, or claims for damages, arising from bodily injury or death of Renter, or his guests, and that City shall not be liable for the damage to, or destruction of, any of Renter's property while in, on, or in any way connected with the premises rented under this Agreement, whenever such bodily injury, death, damage, or destruction is not caused directly, solely, and exclusively by activities of City, its agents, or employees. Renter further expressly agrees to save and hold harmless the City from all claims, losses, expenses, demands, charges, liens, liabilities, causes of action, or proceedings, of whatever nature, on account of damage to, or loss or destruction of, any property, or arising out of the injury to, or death of any person or persons, which claims, losses, expenses, demands, charges, liens, liability, causes of action, or proceedings in any way arise out of or are the result of activities of either Renter or his guests. Renter agrees to indemnify City for payment of any damages or claims for damages arising from bodily injury or death of guests of Renter, whenever such bodily injury or death is not directly, solely, and exclusively caused by activities of City, its agents, or employees. 15. Lessee shall provide at his own expense insurance covering bodily injury to all persons in a minimum amount of One Hundred Thousand ($100,000) Dollars each person and Three Hundred Thousand ($300,000) Dollars for each occurrence and property damage in a minimum amount of One Hundred Thousand ($100,000) Dollars for each occurrence. Lessee shall name Lessor as an additional insured and shall - furnish to Lessor a Certificate of Insurance showing that said insurance required hereunder has been obtained. Such insurance shall be kept in force throughout the entire term of this lease or any extension thereof. 16. Time is the essence of this Agreement. 17. This Agreement shall be subordinate to the provisions of any existing and future agreement, rules and regulations between City and the United States of America, or any agency or administrative arm thereof relating to the operation or maintenance of the Ukiah Municipal Airport or the conduct or operation of any flight school, or other governmental operation thereof. I saw a brief article that indicated a meeting was scheduled for later this month (8/18?) to discuss new hangers at the airport. As I mentioned before, I am interested in building hangers at the airport for myself, the County or for others. I am the co-owner of Crosswind Properties. We are specialize in developing hanger projects. We just finished our first project at Gnoss where we build six 50X40 hangers and two 60X80 hangers. These were all built to high standards. We will be building a much larger project at the Petaluma Airport later this year and will likely have a project next year in Napa. My partner and the President of the company, Jeff Iversen, has over 20 years experience as a structural steel contractor. We'd like the chance to work at Little River.
