Here are the membership expirations: David Brewer: 01/2002 Tom Goncharoff : 01/2003 William Loy: 01/2002 Tim Scully: 01/2003 Patricia Trent: 01/2002 Susan Winding: 02/2003 Members who are interested in reappointment can simply indicate their interest by letter, e-mail, etc. In fact, if you determine their interest, you can forward that to me and I'll schedule their reappointments once the vacancies have been noticed. All appointments are for two year terms. You still have a pilot vacancy as well. It is not too soon to do this in December, but honestly I would not expect the Board to be making those appointments until January. You can send me their interest in reappointment at any time, though. Just let me know if you have any other questions. Janelle -----Original Message----- From: tim.scully Sent: Sunday, November 18, 2001 9:50 AM To: rauj Subject: Airport Advistory Committee terms of office The members of the Little River Airport Advisory Committee asked me to inquire about the expiration of the member's terms of office. I believe that most of the current members are interested in being reappointed if their terms are expiring at the end of this year, but I'd like to bring the expiration dates to our December meeting and get formal answers from everyone. Can you please send me a list of the expiration dates for each member? Should members who are interested in reappointment fill out the same "Appointment Interest Application" that was used in prior years? Do they then send it to you? Will it be too soon to do this in December? I was reappointed last year, but I don't know if that was for one year or two. Others are similarly confused. Thank you for your help. -------------------------------------------------------------------------- -------------------------------------------------------------------------- From: Tim Scully Sent: November 27, 2001 9:00 AM To: 'Steve Ford'; Tim Scully Subject: RE: legal description of parcel Thanks, that's helpful. > -----Original Message----- > From: Steve Ford > Sent: November 27, 2001 8:55 AM > To: tim.scully > Subject: RE: legal description of parcel > > > Tim, > > The brass cap at the southeast corner of the runway is easy. I should start with a disclaimer - I'm not a surveyor or civil engineer and this was my first attempt at putting together a composite map of this type. Thus there are some errors. Nevertheless the map has been useful as a starting point for many discussions of various airport issues. The latest version is airport-2001-take2.dwg The drawing was started in late 1996 with maps purchased from the County cartographer in late 1996, maps from the FAA and various aerial photos. The topo maps were scanned into group 4 TIFF files, rotated, scaled and clipped. They were inserted at a scale of 1 DWG unit = 1 foot On the "Hydrology" layer, I traced many of the streams and rivers with cyan plines On the "Contours-200" layer I traced some of the 200 foot contour lines On the "CONTOURS-40" layer I traced some of the 40 foot contour lines On the "PARCELS" layer, I traced some of the 1996 parcel boundary outlines On the "Height Zoning" layer I inserted the April 21, 1983 "map #3" adopted as part of Ordinance 3430 - airport height zoning. I clipped, rotated and scaled the map to overlay the topo maps. (map-ht.tif) On the "Airport" layer I traced the property line of the airport (or at least one of the conflicting versions of it) along with the runway, taxiway, etc. On the "ALP" layer I inserted the Airport Layout Plan, also clipped, rotated and scaled to overlay the topo maps. On the "OBSTRUCTIONS" layer I inserted OC 797, the Obstruction Chart dated 1987. I clipped, rotated and scaled the scanned map to overlay the topo maps. (map-oc.tif) On the "ROADS" layer I traced many of the roads on the topo maps with mlines On the "AIRPORT DETAILS" layer I roughly sketched the buildings on the airport. This layer also outlines the two approach trapezoids shown in the Airport Layout Plan. These trapezoids have been superceded by the more recent FAA requirements. On the ZONE-IMAGES layer I inserted some 7-1/2 minute zoning maps from the county cartographer, scanned in early 1997 On the BIGZONE layer I inserted a much larger scale zoning map which covers a much larger area, filling in areas that are not covered by ZONE-IMAGES. The map was from DPW and was undated, but it was scanned in early 1997. On the layer "edge clearcut" I traced the outline of the area that was clearcut at the time of the tree survey with a green line On the layer "C trapezoid" I outlined and gridded in orange the 400 foot initial approach trapezoid described in row "C" of Figure A2-1 of AC 150/5300-13 dated 1989. This has now been superceded by a newer set of threshold siting requirements - see the layer "New Trapezoids" for the 2001 requirements. On layer "C Outline" I drew the outline of the "C" trapezoid On the Layer "C transitional surfaces" I gridded the transitional surfaces at the sides of the "C trapezoids". On the layer "C obstructions" I entered the height and location of the trees that were surveyed which penetrated the "C trapezoid" or "C transitional surfaces". The heights are the amount of penetration of the surface, not the absolute height. On the layer "D trapezoid" I drew the outline of the larger trapezoid defined on row "D" of Figure A2-1 of AC 150/5300-13 dated 1989. This defined the approach trapezoid for an approach with less than 1 mile visiblity minimums. We did some thought experiments to see if a displaced threshold for Runway 29 would help with the tree height problems. The layers below were used in these discussions: On the layer "200 ft displaced" I drew the GPS approach trpezoid for Runway 29 with a 200 foot displaced threshold, using the 400 foot initial trapezoid width which was specified in the 1999 FAA documents. Note that this trapezoid size has been increased to 800 feet by more recent FAA "threshold siting requirements" in the latest version of AC 150/5300-13 On the layer "400 foot transition" I gridded the transition zones at the sides of the old (400 foot wide) approach trapezoid, displaced 400 feet from the end of Runway 29 On the layer "400 foot displacemed" I gridded the old (400 foot initial width) approach trapezoid for Runway 29 with a 400 foot displacement from the end of Runway 29. More recently (2001), on the layer "New trapezoids" I gridded the approach trapezoid currently required by the FAA for night-time striaght in GPS approaches. This is the trapezoid we now want to use for Runway 29. We will probably use the smaller "day-only" trapezoid for Runway 11 initially. The layer "New Outline" outlines the new trapezoid without a grid. It also has a dimension showing that the width is about 160 feet greater than the previous FAA trapezoid for the GPS approach. This is less than 200 feet because of the required offset from the threshold of the runway. I made a layer "new transitional surfaces" but haven't yet drawn on it On the layer "COASTLINE" I traced the outline of the coast from the topo maps. On the layer color-photo I inserted a color aerial photo taken by a local pilot, which covers the airport. I warped it as best I could to fit the map, but it is not an orthophoto and there are errors in the registration of the photo to the topo maps Layer "Color photo-2" was an attempt to overlay a second color photo which is even less othographic. This one is clipped to only the Runway 29 end. I pasted your (DOT) orthophoto on the layer "DOT Photo". I rotated and scaled it to overlay all the rest of the layers. The layer "Noise sensitive Areas" has yellow filled polygons covering areas of higher population density. This is one of the layers used in plotting the noise abatement policy poster. The layer "Non-aviation use" has a green line hilighting the boundary between the aviation and nonaviation areas of the airport, traced from the Airport Layout Plan. This was used in Dog Park discussions. The layer "OFZ small" outlines a 400 foot wide obsacle free zone in white. It also has some left-over annotations in green relating t0 some May 1999 plots The layer "OFZ large" outlines an 800 foot wide obstacle free zone in white. The layer "Parcel 9" shows the outline of parcel 9, traced from the underlying topo map and displaced to register with the boundary line in the legal description. The layer "PATTERN" has fat orange PLINES outlining the traffic pattern suggested for noise abatement. This is one of the layers used in producing the noise abatement poster. The layers PHOTO and PHOTO2 contain orthophotos obtained from USGS. These are lower resolution than the one obtained from DOT. They have been rotated and scaled to register with the topo maps. The layer "PLACE NAMES" has large text labels for a few key locations The layer "PLOT LABELS" has text in paperspace labeling some of the plots produced for the FAA The layer "Transitional surfaces" has partial gridding of transitional surfaces on each side of the runway surrounding a 400 foot OFZ. The gridlines parallel to the runway are 70 feet apart. With a 7:1 slope this means each line indicates a 10 foot change in transitional surface height. The "TRAPEZOIDS" layer uses fat green PLINEs to outline large approach trapezoids (one mile initial width) for the proposed GPS approached to Runways 29 and 11. The runway 11 approach is offset slightly for noise abatement. These large trapezoids were used for discussions of the potential noise impact of GPS approaches. The "TRAPEZOIDS-OLD" layer has two alternative large trapezoids for the Runway 11 GPS approach - these are at offset angles which were discarded after discussion by the committee. The layer TREE-LINES shows the site lines to the trees whose height were surveyed in 1999. The layer TREES shows the height above runway threshold (in feet) of the trees that were surveyed in 1999. The "White Striping" layer shows the white stripes painted on the runway when it was fog sealed and remarked The "Yellow Striping" layer shows the yellow lines that were painted on the taxiway when it was fog sealed. The "Wire BOXES" layer shows the conduit and Christie boxes installed for power and telephone to some of the privately owned hangars. mystery layers whose purpose I don't remember --------------------------------------------- 112199-1 Htoutline -------------------------------------------------------------------------- -------------------------------------------------------------------------- From: Tim Scully Sent: Friday, December 07, 2001 9:21 AM To: 'Tom Peters'; Tim Scully Subject: RE: Little River Airport - Fax coordinates I got it, thanks. In fact the committe members sometimes chip in a little to help pay for the cost of printing and mailing minutes and reports. We do not have a budget from the County and have to pay all of our own expenses. This is definitely a community service and for some a labor of love. Some committee members (pilot and nonpilot) have been doing this work for many years.
