DOT reported that a request for Proposals for an airport consultant has been sent to 5 candidates. The intention is to have this consultant work on several projects but the vegetation management plan and new hangar construction are the two top priority items at Little River. 7. Susan Winding asked if we can reconsider the location of the new hangars, moving them from the west to the east end. Agendized for the next meeting. 8. Discussion of planting ground cover - surface erosion control vs subsurface waterlogging and runway damage. 9. John Ross, airport neighbor, expressed concern about his water quality and asked if his Redwood trees are in danger of being cut. 10. Meeting closed at 9:58am. The committee's next meeting will be from 9am to 11am on Friday February 15 at the Clubhouse at The Woods, 43300 Little River Airport Rd. The agenda for this meeting will be: Approve the minutes of the last meeting Communications (letters, FAXes, etc, sent/received since last meeting) status reports and discussion on: * Tree trimming, cutting and/or lighting * additional hangars at the airport * Dog Park at the airport * clear zone acquisition * filling vacent seats on the committee We will reconsider the location for the 16 new hangars - the East end of the runway may replace the West end as the preferred location. We will discuss a request from the department of Planning and Building for input to a revision of the County General Plan. So far I have seen only one application from a pilot. If you are a pilot and would like to do some comunity service to support the airport, please contact me, I can give you an application form. The committee meets monthly, usually on the third Friday of each month from 9am to 11am at the Clubhouse at The Woods, near the airport. Members of the committee should be prepared to research and work on the issues before the committee. The process requires patience and good humor from all involved. Each issue is discussed from every point of view and this can be a time consuming process. There are 4 non-pilot seats and 3 pilot seats on the committee. Members of the committee are appointed by the Board of Supervisors. The committee has no budget and is unpaid. It raises funds for its own expenses. Members of the committee must be US citizens and should be registered voters in Mendocino County. ROOM 1440 UKIAH CALIFORNIA. 95482 January 10,2002 MENDOCINO COUNTY GENERAL PLAN UPDATE PROCESS REQUEST FOR INFORMATION TO PREPARE A BACKGROUND REPORT/MASTER ENVIRONMENTAL ASSESSMENT Mendocino County is in the initial stages of updating the Mendocino County General Plan. Your assistance is requested in providing information for the background report/master environmental assessment. The County and consulting team need an understanding of how your organization and its responsibilities may relate to growth and development of the unincorporated lands in Mendocino County over the next 20 to 25 years, from 2065 to 2025. The Mendocino County Planning and Building Services Department has been charged with the responsibility of administering and preparing the plan update, in concert with the consulting firm of Pacific Municipal Consultants (PMC). The Mendocino County General Plan adopted in 1981 by the Board of Supervisors guides growth and development of the unincorporated lands in the County. Only minor revisions have been made to the General Plan since 1981, with the exception of a complete rewrite of the Housing Element in 1993. State law requires that the General Plan address a wide range of subjects within the open space, conservation, safety, noise, housing, circulation, and land use elements. The existing County General Plan also includes a recreation element. In addition to the required elements, the County anticipates preparing a community facilities element. Although some issues will have relevance to the Coastal Zone, this Update will not focus on the Coastal Element of the General Plan. In updating the Mendocino County General Plan, it is the County's intent to maintain consistency with the current Coastal Plan. To assist you in determining what information to submit, the purpose of the General Plan Update is to provide the foundation for developing policy and action programs to guide the future growth and development of the unincorporated lands in Mendocino County. Please provide materials that conciselv describe the factors below as applicable to your organization/mission and limit large volumes of materials. 1. A statement of your firm's interest and qualifications regarding these projects is herein solicited. The consultant selected may be required to represent the County in all discussions with the FAA regarding the work program, grant requirements and project documentation. The Statement of lnterest and Qualifications should include detailed information regarding the consultant's interest and qualifications, including current relevant experience with: the design and engineering of airports and airfield facilities; airport master plans and airport layout plans; airfield improvement projects funded by FAA; Airport Improvement Program (AlP) grants; and airport management. Resumes of key personnel shall also be provided. Selection criteria contained in the F AA Advisory Circular 150/5100-14 as amended, will be applied in the following order of importance: 1. The County assumes no obligation in the solicitation of this general statement of interest and qualifications and all costs of responding to this solicitation shall be borne by the interested consultants. If a selection cannot be made on the basis of the qualifications statements alone, the most qualified firms may be contacted for additional information and, if warranted, detailed interviews.
