Minutes of the 5/17/2002 Little River Airport Advisory Comittee 1. Open meeting: 9:00am 2. Attendance: A. Present Tim Scully, Trey Loy, Steve Schoolman B. Visitors: Stephen Ford of DOT C. Excused - Susan Winding and Willow Trent D. Absent - Tom Goncharoff 3. Minutes of previous meeting - no errors or omissions, but lacking a quorum we couldn't approve them 4. Correspondence: A. email from Willow Trent letting us know she can't attend this month's meeting B. telephone ,essage from Susan Winding letting us know she can't attend this month's meeting C. note from Tim Scully about an email survey on the GPS approach which he sent to the members of LRAPA and an email from Jack Reichel with historical wind data D. the text of the resolution forming the AAC 5. Tim Scully reported that the LRAPA application for an airport permit for a pilot shop was declined on the grounds that having Dave Thorpe act as unpaid shopkeeper would be a conflict of interest. The pilots meet on Saturday to discuss alternatives, including a vending machine. 6. Stephen Ford of DOT reported: - a final agreement has been reached with Shutt Moen for airport consulting services. The scope of work has been reduced from the initial proposal. He hopes that Shutt Moen can help the county get funding for a vegatation management plan, but they won't be asked to hire a subcontractor to do the work. - Stephen Ford speculated that a webcam might use useful for hangar security. DOT also hopes to find funding for security fencing. - DOT hopes to have a contract for hangar construction out to bid by the end of the year. There was more discussion of sending a letter to the pilots who have put down deposits on hangars. - the county has reached an agreement with Chuck Bodey to do an appraisal of the parcel at the end of 29. This might be completed by our next meeting. - one of Shutt Moen's tasks will be helping the county prepare the proper application for the AIR 21 $450,000 in a timely manner 7. Steve Schoolman pointed out section 4i of the AAC formation resolution and suggested that we consider appointing alternate members to fill in for absent committee members. This was discussed. How would alternates get up to speed? Do alternates also have to be US Citizens? Do any other county boards have alternates? How do they handles this? 8. Tim Scully passed around two plots of the airport map, one with the circa 1994 DOT aerial photo underlay and another with photos taken recently by Dick Ahrens. Stepehn Ford asked for copies and was given them. 9. next meeting will be Friday June 14 at 9am at the Clubhouse at the Woods 43300 Little River Airport Road 10. Please contact Tim Scully if you are a U.S. Citizen, a pilot and are interested in serving on the committee. Unfortunately my trip coincides with the May meeting, I am sorry to say. About the last thing I feel like doing right about now that I have finally unpacked and gone through my mail is to get on a plane again. Five members responded and all 5 agreed that we could narrow our request to focus on a day/night straight-in approach to Runway 29 if that would expedite getting the approach. Please let me know which you think is the best plan. <----------------------------------------------> Tim, I would vote for going with option # 1, a day-night straight-in approach to Rwy 29. I have reviewed the monthly weather summaries for 048, as prepared by Jim Goodridge from my Wx station recordings. For wind direction, segregating the daily averages into the Rwy 29 semi-circle (290 + 90 degrees) and the Rwy 11 semi-circle (110 + 90 degrees), it shows that over the past year the wind was from the Rwy 29 direction 67% of the days and over the six summer months (April through Sept) when there is the most flight activity, the wind is from the Rwy 29 direction 87% of the days. I am 99.99% sure that the text that follows is what was adopted on September 17, 1997 by the BOS because this is what the HWP&T committee sent to them. As you can see, the 10 mile residence limitation only applies to non-pilot members of the committee. Amended 8/28/97 RESOLUTION NO. RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF MENDOCINO CREATING THE LITTLE RIVER AIRPORT ADVISORY COMMITTEE WHEREAS, the Board of Supervisors of Mendocino County is desirous of creating a standing advisory committee to advise it on matters pertaining to the Little River Airport; NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors does hereby declare and order as follows: I. ESTABLISHMENT The Board of Supervisors hereby establishes the Little River Airport Advisory Committee. 2. PURPOSE AND OBJECTIVES. A. To provide information and advice to the Board of Supervisors and the Department of Public Works on issues pertaining to the operation, maintenance and future development of the Little River Airport. B. To advance and promote the interests of general aviation, while promoting the general welfare of the County and those persons living within the immediate vicinity of the Little River Airport. C. To provide a forum for public discussion on issues related to the Little River Airport. In pursuit of the above objectives, the committee shall not be empowered to bind the Board of Supervisors, the County Department of Public Works or any other County agency or department. The committee shall at all times work cooperatively with all interested parties. 3. MEETINGS. COMMUNITY MEETINGS. HEARINGS A. Studies, Reports and Recommendations. The Little River Airport Advisory Committee may be requested by the Board of Supervisors or the Department of Public Works to conduct studies and make reports and recommendations to the Board of Supervisors or to the Department of Public Works regarding issues related to the Little River Airport property and operations. The committee shall strive to maintain good communications with the Health, Welfare, Planning and Transportation Committee of the Mendocino County Board of Supervisors and the Mendocino County Department of Public Works via periodic reports. B. Public Comment. The Little River Airport Advisory Committee shall act as a conduit to the Mendocino County Board of Supervisors for public comments and views relating to the Little River Airport. C. General Welfare. The Little River Airport Advisory Committee shall work toward balancing the needs of the general welfare of Mendocino County, local business, the neighbors of the airport, locally-based and visiting pilots, fixed-base operators, local historical, recreational and natural resources, and the Mendocino County Department of Public Works. D. Priorities. The Little River Airport Advisory Committee may suggest and recommend priorities and review needs for consideration by, or at the request of, the Mendocino County Board of Supervisors. E. Resources. The Little River Airport Advisory Committee may identify any new financial resource for consideration by the Mendocino County Board of Supervisors in funding the airport. F. Community Meetings. The Little River Airport Advisory Committee shall hear comments on Little River Airport and other aviation issues from the public or, upon direction from the Board of Supervisors, from other agencies, for consideration and possible recommendations to the Mendocino County Board of Supervisors. Meetings with other agencies must be coordinated with the Department of Public Works. 4. MEMBERSHIP . A. Members. There shall be seven members on this committee. The members of the committee should include: 3 pilots who are active users of the airport 4 non-pilots, 3 ofwhom should reside approximately within a 10 mile radius of the airport and 1 who should be a business representative from a neighboring town or city. B. Appointing Authority .All members of the committee shall be appointed by the Mendocino County Board of Supervisors. Members of the committee may serve until reappointed or until their term expires and they are replaced. Recommendations for membership may be accepted from any source, and passed to the Mendocino County Board of Supervisors. The Mendocino County Board of Supervisors may provide or arrange for appropriate levels of staff support. c. Volunteer Status. All committee members serve on an uncompensated, volunteer status to the Mendocino County Board of Supervisors. D. Qualification for Membership. Seven (7) members shall have their principal residence in Mendocino County. E. Initial Appointments. Initial appointments are for either a one or two- year term. F. Appointments. Appointments after the initial appointments shall be for a two-year term. G. Vacancy. Vacancies shall be filed by new appointments by the Mendocino County Board of Supervisors. H. Removal. Committee members may be removed at any time without cause by a two-thirds vote of the entire committee or by a majority vote of the Board of Supervisors. I. Alternate Members. The members of the committee may appoint an equal number of alternate members who can serve at committee meetings when a regular member is unable to attend a meeting. Alternates will be either pilots or non-pilots and can substitute only for a member of the same category. 5. MEETINGS. All meetings of the committee are subject to the Ralph M. Brown Act (Gov. Code 54950 et seq.). Meetings may be held anywhere within the boundaries of Mendocino County . 6. BYLAWS. The committee may adopt BYLA WS subject to the approval of the Board of Supervisors to govern its internal operations including but not limited to committee officers, conduct of meetings (so long as in conformance with the Brown Act) and other matters which promote the purposes of the committee set forth herein. Bylaws shall be consistent with this Resolution. The above and foregoing Resolution was introduced by Supervisor , seconded by Supervisor , and carried this 17 th day of.
