Minutes of the 10/18/2002 Little River Airport Advisory Comittee 1. Open meeting: 9:00am 2. Attendance: A. C. Letter from Cheryl Quist expressing continued interest in being an alternate nonpilot member of the committee D. report of a telephone conversation with John Merriman of Coast Flyers 5. Tim Scully reported that he had just met with Dave Thorpe at the airport and Dave had suggested that we consider the following idea. There has be increasingly a shortage of room on the main apron for the parking of the larger aircraft which visit Little River (small business jets and medium twins). Dave suggested that we move the fence next to the fuel tank and convert the current long term auto parking area into tiedowns for single engine aircraft, allowing them to taxi past the fuel tank. He proposes to dedicate most of the apron to larger aircraft and to create a new long term auto parking area along the access road, between Fireman's Park and the airport office. Susan Winding and Willow Trent suggested that some of the existing trees should be preserved as screening since many of the long term cars are ugly. 6. We discussed the place, date and time of the public meeting regarding the Airport Layout Plan Update. After extensive discusssion, we agreed to hold the meeting at the Woods, from 6pm to 8pm on Thursday 11/14/02. We reserved the room from 5pm to 9pm to allow time for setup and cleanup and we plan to open the doors at 5:30pm. 7. We discussed advertising. DOT will buy newspaper ads, print flyers and will mail them to airport neighbors. They will supply flyers to Kathie Sarin who will organize posting them in post offices and other public places. We agreed that the newspaper ads should run on 11/1 and 11/7 in both the Beacon and Advocate News. 8. We agreed that the agenda will include; * doors open early to allow poster viewing * a presentation by Shutt Moen on the ALP, including - future hangar locations - the GPS approach and trees - State and Federal funding - the Capital Improvement Plan - future uses of the airport * questions and input from the public * time to view posters and ask questions 1 on 1 9. We agreed that public input will be recorded on a form designed by DOT and that we will hold an AAC meeting on December 6 to review all of the public input collected at the meeting and by mail after the meeting. 10. Tim Scully agreed to produce draft posters to be hung around the meeting room: - future hangars - the GPS approach, trees and AWOS/ASOS - the Capital Improvement Plan, State and Federal funding - the existing Noise Abatement Program 11. Shutt Moen agreed to email Tim Scully the ALP in DWG format. Tim agreed to print 90 11x17 handouts of the main ALP sheet, to be handed out at the public meeting. He also agreed to write a draft agenda and send it to DOT for review and publication. 12. Tom Peters (DOT) reported that escrow has not closed on Mr. Ed Powers proposed purchase of the parcel at the approach end of Runway 29 13. Tom Peters (DOT) reported that Governor Gray Davis has raided the Caltrans budget of $7 million and that there are no funds available for low interest hangar construction loans. DOT is investigating alternate sources of funding. This will be discussed in future AAC meetings. 14. The latest draft ALP shows the recommended location for new hangars along the taxiway near the approach end of Runway 29, but it now also shows the 1980 recommended area designated for possible future hangars, where old Fireman's Park was. Tom Peters said that they want to keep this on the ALP since this location offers better security if we are willing to pay for the higher site preparation costs. This will be discussed in future AAC meetings. 15. next meeting will be Friday November 8 at 9am at the Clubhouse at the Woods 43300 Little River Airport Road (we agreed to move the meeting date up to allow final preparation for the public meeting. 17. Parking in rear. This meeting will be hosted by the Mendocino County Department of Transporation and the Little River Airport Advisory Committee with a presentation by Shutt Moen, the airport consultants. This will cover an Airport Layout Plan Update, including: - locations for future hangars - GPS approach, trees and automated weather station - State and federal funding, Capital Improvement Plan - the existing Noise Abatement Proceudre will be explained - future uses of the airport (little change expected) There will be a follow-up Airport Advisory Committee meeting on Friday December 6 from 9am to 11am at the Clubhouse at the Woods 43300 Little River Airport Road when the public input from the November 14 meeting and subsequent input by mail will be discussed. John said that there is ample ground transportation at Little River. There is the Mendocino Stage. Coast Flyers rents cars on the field. Enterprise rents cars from Ft. Bragg and Hertz rents cars from Ukiah. And there is a limo service in Ft. Bragg called "Door to Door" which will come to the airport. John inquired about the GPS approach and in answering him I mentioned the vegetation management plan. John said that he is very strongly opposed to resuming grading on the airport.
