Ad Hoc Airport Advisory Committee Interim Report 12/26/95 Tim Scully (rough draft for approval) We were asked to produce final reports on two subjects by early January: a day use fee and an official airport committee. In addition to these, we also are presenting results from an airport user survey on instrument approaches requested by Mr. Campbell, and a report on the government response to our proposed noise abatement procudure. Day Use Fee ----------- * $5 tiedown fee, no separate overnight fee. * All aircraft are asked to register on arrival, giving at least name, N number and home base. * Collect the fee on arrival, except from pilots who claim they won't be leaving the airport. Anyone leaving the airport pays the tiedown fee. * Anyone who leaves without paying gets enveloped. The envelopes should make provision for paying by credit card as well as by cash or check. * There will be no waiver of fees for a fuel purchase. * Anyone paying the fee gets a receipt, opening up the possibility of future comarketing with merchante in town. Although several pilots are still concerned that the fee may reduce traffic enough to reduce rather than increase income, we agreed to recommend adopting the fee for a one year trial period, reviewing the results after a year. We agreed that there should be little manila envelopes for sticking in the door or on the prop of aircraft - the current business-size envelopes are quite a bit larger than normal. Official Airport Committee -------------------------- * we want a Little River Airport Advisory Committee with 7 members, 6 of them local residents and one from the ALUC or Planning Commission. * the 7 members should include both pilots and non-pilots * special consideration should be given to the people serving on the existing Ad Hoc committee since they are familiar with the issues and have demonstrated the ability to work together on the issues. The current Ad Hoc Committee consists of 2 non-pilots and 4 pilots. One of the pilot members, Jack Reichel, volunteered to step down if it would help the process. An additional non-pilot neighbor of the airport, Robin Bell, has been participating in meetings regularly and may want to be a committee member. Pilot Survey ------------ I am attaching a copy of a spreadsheet showing the raw data so far, I'll update this before the meeting with more data as survey forms continue to trickle in. Noise Abatement Policy ---------------------- The FAA has written to respond to our porposed noise abatement policy. I am attaching a copy of their letter. They had 4 main comments: * the first paragraph should say "safety supercedes noise abatement patterns and procedures" * the pilot actions are acceptable * the airport actions may be subject to public disclosure under California law * they request that we use "may" instead of "shall", to avoid making the procedures imperative. Michael Moore has contacted CalTrans about the policy but hasn't yet received a formal response.
