Thanks, Joel Minutes of the Member's Meeting of LITTLE RIVER AIRPORT PILOTS' ASSOCIATION a California nonprofit public benefit corporation A regular meeting of the Directors and Members was held on August 4, 1996, at 2o'clock P.M. at Coast Flyers meeting room, for the purpose of transacting all proper business of the corporation. The meeting was called by the President at the last meeting. Written notice of this meeting was sent to interested parties. Notice was publicly posted. There were present, the following persons: Joel Bornstein Tim Scully Michael Moore Richard Gallagher Diana Scully Orval & Joan Arnett Andy Becker John Merriman Carl Schaffer The minutes of the last meeting were approved as written. Tim spoke of his letter to Chuck Boyer and Chuck's reply dated July 26th. He distributed copies of the reply. Chuck suggests various repairs and improvements that LRAPA might volunteer to make. Tim brought up the questions raised at the Ukiah meeting regarding the usefulness of an instrument approach: 1-Would an approach encourage practice approaches, increasing traffic? 2-Would the weather conditions at Little River make the approach of little value? 3-Would it require movement of Road 403? 4-Would it require a 34:1 slope? The answers: 1-No significant increase likely. 2-No. Tim found a weather history for the area made some years ago. It shows that an approach would be quite valuable. 3 & 4-No. A letter from FAA, L.A. Flight Procedures Office Manager Barry D. Rosenberg, dated July 22nd, was distributed. He states that these items would not be required. Tim said that getting a precision approach would be difficult and would probably require changes #3 & 4. We agreed that we should work toward getting a non-precision approach first. We will need more surveys and letters from commercial users, at least. Orval requested and was shown a copy of the Hangar Report. He asked how it was received by the Board of Supervisors committee and the Dept. Of Public Works. Tim answered his questions. (See report on that meeting for details.) Andy asked about Supervisor Peterson's satellite manufacturing business proposal. We agreed that it appears to have been shelved. We discussed future development of the airport. Hangar construction is one of the best ways to enhance airport income. The location of the new hangars is still a question. Do we want individual or corporate development? Tim favors private or corporate development to seeking Federal grants. The runway needs maintenance badly. We cannot expect any help from the County due to lack of funds. Chuck was asked if cutting the weeds and filling the cracks with sealer was adequate. Tim presented AC5380-6, Runway Mtce. Manual and described the recommended procedure. There are "miles" of cracks to treat. Can we close the runway on weekends for some period? Michael asked about overlays. Can we borrow equipment for the purpose? Michael feels that the temporary use of the taxiway is inappropriate. What liability is assumed if we do the work? If we do the work, will the airport be considered in compliance with Federal standards? We should not contact the FAA to announce plans until the County's response is received. This may take some time, Tim said. Dick asked if the CPA can help us. Tim said he or Joel could write them. We had a short discussion of Federal obligations. The FAA response to the County's letter is still awaited. Joel said that the logging is in progress. There is a new road, just SE of the runway. It is in use presently. Orval suggested that we might request county employees voluntary help. Orval suggested that we volunteer to fly people to medical appointments, Etc., as a means of improving community relations. We considered Angel Flight. (Susan Morrison will make a presentation on that service in October.) The question of liability came up again. How about a "Give a neighbor a ride day"? Open communications with the people. Invite the public to our meetings. "Romance", the community. Free rides. "Airport Appreciation Day". A number of ideas were exchanged. A (free) raffle of rides is a possibility. Dick suggested that we might have booths for many purposes. Michael suggested that we might ask the Chamber of Commerce to help with publicity, and to keep it as simple as possible. Tim suggested that we consider the project for spring 1997. We agreed that was appropriate. CPA says that the job of LRAPA is to change the image of the airport in the community. We agreed that our next meeting will be held on September 2, 1996 at 2 pm at Coast Flyers.
