Minutes of the Member's Meeting of LITTLE RIVER AIRPORT PILOTS' ASSOCIATION a California nonprofit public benefit corporation A regular meeting of the Directors and Members was held on November 17, 1996, at two o'clock P.M. at Coast Flyers meeting room, for the purpose of transacting all proper business of the corporation. The meeting was called by the President at the last meeting. Written notice of this meeting was sent to interested parties. Notice was publicly posted. There were present, the following persons: Joel Bornstein Tim Scully Dick Ahrens Dave Brewer Judith Barry Dave Thorpe Tim reported on the correspondence of the past month: The County requested Andy Becker's opinion of the proposed instrument approach. Tim read Andy's response. He is generally in favor of the approach. He stated that he would be wiling to give the altimeter setting to ATC if they call him. Linda, the manager of the UKI FSS agreed to call, but UKI FSS will be closing on 6/5/97. Oakland Center said they would draft a letter of agreement, if we clarify our intentions. They will approve the plan, although they say it's a bit unusual. Tim responded to Steve Steinhoff of the F.A.A. Judith asked when Andy's contract was to come up for renewal? It will be in July 1997, soon after the permanent closure of the UKI FSS. The new contract will no doubt have provision for altimeter reporting procedures. Tim has received letters from three small airports which have recently had GPS approaches certified. They report little impact from the approaches. Traffic is about the same. Noise is down slightly when the approaches are in use. The responding airports: Placerville, Hollister and Auburn. We are hoping to receive letters from still more airports. Tim read a letter from the F.A.A. stating that an environmental impact assessment might be required. This would be quite expensive. Tim read a letter dated 4/1/92 to Andy from the Department of Public Works, discussing the need for an assessment for the LORAN approach which was contemplated at that time. Dave Brewer asked who might pay for an assessment if one is required? Will we need consultants? Tim said that it is possible that the Little River Airport Pilots Association might fund the study. Tim mentioned that of the four airports responding, none required an assessment. Tim said that Liz Irwin asked about the FAR 77 rule pertaining to tree heights. Tim responded that there would be no change, whether we get an approach or not. Currently there are some trees which are protruding into the protected area, but no one is enforcing the ordinance. The F.A.A. has the obstacle chart. Dave Brewer asked about the second community meeting. Tim described the meeting and mentioned that we have three more letters in favor of the approach: From Doctor Joanne Imperial, Peter Heine and Judith Barry. We have received Federal notice of the approval of our status as a nonprofit organization. Donations to the Little River Airport Pilots Association are now tax-deductible. The California Pilots Association sent us a stack of newsletters. They wish to encourage each of us to become individual members of the California Pilots Association. We spoke briefly of environmental impact assessments. It was mentioned that the huge report for the expansion of the Oakland Airport, costing many thousands of dollars, was said to be "Flawed." Joel brought up the dissention among the neighbors. Tim said that the F.A.A. doesn't expect unanimity. Tim feels that we need no more community meetings. We've got the general feeling from the people. We discussed airport growth. Tim said, we agreed; we are in favor of controlled growth. Tim cautioned that whenever we get a statement from any source, it must be written. Reporting of phone conversations, Etc. is inadequate and will not hold up to scrutiny. Dave Brewer proposed requesting that the Coast Guard limit their practice at Little River to about three touch and goes, per session. His idea met with mixed response and was not pursued. Noise Abatement: Tim referred to the latest draft of the proposed noise abatement policy; Offending pilots' names will be posted in the airport office, when known. Complaints indicate dissatisfaction; even if they are inaccurate. A request that pilots keep their propeller tip speeds subsonic has been added to the policy. A table of propeller size / RPM / tip speeds will be available. First priority will be to identify noise-sensitive areas and request that pilots stay clear if possible. We discussed the location of known noise-sensitive areas. Joel's suggestion that the item requesting no intersection departures be changed to, "intersection departures prohibited," was approved. We spoke of possible locations for the future hangars. Tim said that the area SE of the office is not suitable due to the huge grading requirements. He hopes to be able to make a surveying session soon. Tim has been looking into the possibility of filtering the waste entering the airport drain system to remove oil, fuel, Etc. Treasurer's Report: Dick reported that the current balance is $3156.71. Eighteen of the twenty-two pledges received have been paid, to date. Letters have been sent to all those who have made pledges. Dick suggested that we send a bimonthly newsletter to all members. Tim suggested we have a handout available in the airport office. Communication is our first priority. Dick asked how many of the local pilots have contributed to Little River Airport Pilots Association? Tim had reason to write to RJ Jones. He included a request for a donation. We spoke of requesting donations of other pilots based at Little River. Dave asked about the status of the recision of the 1999 hangar takeover date. He asked also for information on Air-Lifeline. Who are they? Are they comparable to Angel Flight? After a short "Hangar Flying," session, we viewed a video presentation >from Angel Flight. We agreed to meet again in four weeks, on December 15, 1996 at 2:00 P.M. at Coast Flyers. There being no further business to come before the meeting, it was adjourned at 4:00 p.m., on motion duly made and carried.
