Joel Minutes of the Member's Meeting of LITTLE RIVER AIRPORT PILOTS' ASSOCIATION a California nonprofit public benefit corporation A regular meeting of the Directors and Members was held on Oct 19, 1997, at two o'clock P.M. at Coast Flyers meeting room, for the purpose of conducting all proper business of the corporation. The meeting was called by those present at the last meeting. Written notice of this meeting was sent to interested parties. Notice was publicly posted. There were present, the following persons: Dick Ahrens Joel Bornstein Richard Gallagher Tim Scully The meeting was opened with the Treasurer's report. Dick said the balance is the same as last report except that it is reduced by two dollars/month, charged by the bank for maintenance. Joel gave Dick a check for his annual membership and included a small donation. Dick commented that Joel is the second paid-up member. Joel distributed copies of the minutes of the last meeting. They were accepted as written. We spoke of the status of the Airport Supervisor and the progress of the search for a contractor. There may be four applicants for the position. The Mendocino County Department of Transportation, formerly known as the Department of Public Works, is going to purchase a new radio for Little River Airport Unicom. We spoke of the new description of the Supervisor's responsibilities. The altimeter setting will be given when requested. There is a list of required reports. The supervisor may use a substitute attendant for no more than 20% of the duty time. The airport will be open only five days per week. We discussed the possibilities for cardlock fuel dispensing to alleviate the anticipated problems. We don't have sufficient fuel sales to entice a company to give us a free installation. We would have to pay about $13,000 for cardlock fuel. The Little River Airport Advisory Committee has four applicants at this time, according to Supervisor Peterson. He doesn't know who they are. We think Tim, Dave, Joel and Trey have applied. Tim asked that we encourage non-pilots to apply. Richard Gallagher is interested in a position. We feel that the business representative might be a neutral vote, not necessarily a proponent of growth. We digressed to discussion of the upcoming election of the Fire District Representatives and the Fifth District Supervisor. Tim asked about the history meeting and the progress of the report. Joel said he thinks our three guests, particularly Emery Escola, made a tremendous contribution. Dick hasn't started on the report yet; He's been preoccupied. Tim mentioned a new photographic essay of the Coast. There is an early picture of people using the commercial service at the airport. The FAR Part 139 certificate was relinquished because of the cost of insurance and the need to call out all the local fire depts. whenever a large plane came in. (Emery said the fire people loved it; the operators of the aircraft made substantial donations to the fire depts. He feels that it was a manipulation by Supervisor DeVall to inhibit use of the airport.) Tim reported that the F.A.A. Flight Procedures Branch in Los Angeles has written asking why we haven't applied for the GPS approach. The Mendocino County Department of Transportation replied that we are probably about a month away from making the request. Mendocino County Board of Supervisors approval seems assured unless there is significant new information introduced. We spoke of the aircraft equipment requirements. There is a multi-contact switching relay required that will cost almost $1000. The installation might cost in excess of $3 - 4,000, not counting the purchase of the GPS itself. A supplemental flight manual is required, specific to the airplane. Flight testing must be done prior to approval. Tim read a letter from the Airport Land Use Commission which states that there is no requirement or need for them to review the GPS approach plan. Dick spoke of the need to solicit renewal donations of the 119 pilots in the area. Richard said a simple, "It's time to renew your membership," might suffice. We talked about the newsletter. Dick said he could include the membership request in an abbreviated mailing. The Mendocino County Department of Transportation suggested that we could save the airport a considerable expense by building the forms for the new segmented circle. The Department of Transportation would supply a truckload of concrete. The blocks in the old circle are too heavy to move; They could be covered up to decommission the old circle. We spoke of the need for new hangars. Tim feels that we will have to do soil surveys to determine the best site for the new structures. There is considerable controversy as to which site might be best. The ecological considerations are many and varied. Who will own them? The AWOS question came up. We are doubtful that any agency is likely to install a unit here. We would like to get one, but it's not as good as an actual observer. Would we like to fund one? An AWOS A is relatively inexpensive and would be upgradable. For IFR use, two altimeters are required, at additional expense. Jack Reichel has installed a weather station for his own use. Liability considerations prevent him from sharing it. It is not F.A.A. approved, although it's quality is quite high. He has a device to allow him to receive information from it while airborne. We spoke briefly of precision vs non-precision approaches and of approach lighting, etc. We talked about the difficulties of using private airports and the problems of some other airports. Alameda NAS is unlikely to be opened to aviation. The history of an aircraft that flew into the Bay Bridge is an inhibition. Also, they have hazmats that were dumped there, causing trouble. Rio Vista airport is growing toward becoming a source of income for it's community. As the time was nearing four o'clock, we prepared to go to the Woods Clubhouse for the Ad Hoc committee meeting. We agreed that the next meeting of the Little River Airport Pilots Association will be held on Nov 16, 1997 at 2:00 pm at Coast Flyers.
