Thanks, Joel Minutes of the Member's Meeting of LITTLE RIVER AIRPORT PILOTS' ASSOCIATION a California nonprofit public benefit corporation A regular meeting of the Directors and Members was held on March 9, 1997, at two o'clock P.M. at Coast Flyers meeting room, for the purpose of transacting all proper business of the corporation. The meeting was called by the President at the last meeting. Written notice of this meeting was sent to interested parties. Notice was publicly posted. There were present, the following persons: Dave Brewer Joel Bornstein Tim Scully Dick Ahrens Jack Reichel Andy Becker Lauren Jones The meeting opened with a short discussion of the proper entries to the traffic pattern at Little River Airport. Dave was inquiring as to the advisability of the left base entry to the pattern. We then discussed the hangar policies at other airports. It seems that only about 40% of airports have a reversion policy. Tim distributed copies of the correspondence of the past month. We considered the donated Cessna unicom radio. Tim said that Andy wants recognition for donating the radio. It's life expectancy is unknown, but is certainly quite limited. We should call the present situation a stop gap measure. Dave thinks even the Cessna radio will last longer in this friendlier environment. He thinks we shouldn't worry about the radio's life expectancy. The cost of a new base station is about $1800.00. Andy suggested that we might get an inexpensive "Val" brand radio. Joel agreed that the Cessna radio will last for a while, but the County should be told that it is temporary and that they should get a new base station. We considered a handheld radio for backup. The county crew could use it while they were working in the runway areas. Tim said the Department of Public Works doesn't want the maintenance crews to have a radio. Andy reported seeing a scanner at Radio Shack for $99. This could be used by the crews when near or on the runway. Dave asked for our purpose. Dick: 1) We are lending the County the radio. 2) They should buy a new one. 3) A handheld is desirable. We decided to omit the handheld from our letter to avoid possible controversy. Concluding, Tim agreed to write a letter to the Department of Public Works stating: 1)The radio's life is limited. 2)They shouldn't plan on repairing the radio when it fails. 3)They have no responsibility for the radio except to return it to Andy when it fails. 4)They should buy a new base station. Andy announced that the County has purchased a surplus 5KW generator to be used to powering the airport office and possibly the gasoline pumps, but not the runway lights. We are going to contact Ralph (Skip) Jones on his recommend list of spare parts for the runway light controller, and transmit it to the County. Regarding the responses to our inquiries to the airports with new GPS approaches, it seems that they are all much busier than Little River. We discussed the danger that non-pilots may fear the low impact of GPS approaches reported by other airports is due to the low incidence of approach approved GPS receivers. Tim said that he believes that this is not a realistic concern - instrument approaches in general have low impact. The F.A.A. estimated that any kind of approach (VOR, GPS, NDB, etc.) increases traffic by less than 10%. The GPS report is nearing completion. A community meeting will follow to gather information which will be sent to the Mendocino County Board of Supervisors. If there is a lot of new information, we will produce another revision before submitting to the Mendocino County Board of Supervisors. Regarding the official committee: we are still waiting. Supervisor Peterson says the new Mendocino County Board of Supervisors is hard-working. The old Mendocino County Board of Supervisors had recommended the official committee. Department of Public Works had suggestions. A revision was written that has not yet been presented. We briefly discussed ways in which we might get along better with the community. (What are their motives?) Tim's presentation to the Grange was discussed. They are in support of our work. Bob Canclini, a member(and an airport neighbor), recalled a time when an aircraft made an emergency landing here. He is in favor of the GPS approach. He will to rewrite their resolution to include the story. Andy suggested that we might raise money by selling computer background pictures of old Mendocino and other scenes. Dick reminded us that it is tax time. He doesn't want to do the filing himself. Tim read some information pertaining to tax returns. Dick got copies, courtesy of Andy. Dick said he'd like to contact H&R Block's executive branch. Dave agrees with Dick. Tim suggested Susan Jordan or Tom Lonergan. Andy Becker paid dues for his membership in the Little River Airport Pilots Association. Jack spoke of an aging pilot study that is being conducted in Palo Alto. 120 pilots aged from 50-67 are needed for this cognitive ability evaluation. Jack also reported that ATC thinks we can make radio contact with Oakland Center at 2000' above Little River. We don't think this is possible. Joel suggested that a test be made and the results forwarded to the Oakland FSDO. Contact Norm Harris at (510) 273-7359. Jack announces the retirement of Jay White, California Pilot's Association President. Jack has books on GPS. Will attempt to get more, for local distribution. The minutes of the last meeting were unanimously approved with one change. Our next meeting time will be April 6, 1997 at 2 o'clock pm at Coast Flyers.
