Thanks, Joel Minutes of the Member's Meeting of LITTLE RIVER AIRPORT PILOTS' ASSOCIATION a California nonprofit public benefit corporation A regular meeting of the Directors and Members was held on June 29, 1997, at two o'clock P.M. at Coast Flyers meeting room, for the purpose of transacting all proper business of the corporation. The meeting was called by the President at the last meeting. Written notice of this meeting was sent to interested parties. Notice was publicly posted. There were present, the following persons: Tim Scully Joel Bornstein Jack Reichel Dick Ahrens Dave Brewer Richard Gallagher Becker, Andy L. Wheeler, Grant Tim, Dick and Joel opened the meeting by looking at the latest version of the noise abatement map that Tim had posted in the airport office. We were joined by Dave. We were all happy with the job that Tim has done. There was a minor correction suggested by Joel. We then returned to Coast Flyers and examined the photos that Dave Brewer had received from the Dept of the Interior, Aerial Geological Survey, EROS Data Center. These photos are just what we've been looking for. They show the area in great detail. We can modify or reprint them without cost since they are acquired from a government agency. Joel distributed copies of the minutes of the June 1, 1997 meeting. We discussed the suggestion for a County-wide airport committee. We decided to get our local committee established and then to start occasional County-wide meetings. The minutes were accepted as written. Tim announced that the Mendocino County Board of Supervisors has still not considered the Little River Airport Advisory Committee as of last contact. The item was deferred to a later date. Health, Welfare, Planning and Transportation Committee meetings have been moved from Mondays. The meetings will probably happen on Wednesdays in the future. Tim likes the concept of County-wide advisory committee meetings. Tim showed us copies of the "Completed" GPS report. The cost of producing them is $12.00 each; somewhat more than originally anticipated. Jack feels that we should deliver copies to the Supervisors and the Department of Public Works before releasing the final information to the public. Tim noted that he had made a few minor additions and formatting changes before copying the report. He mentioned that Grant Wheeler assisted in putting the reports together. We still plan to hold a final community meeting. Joel brought up the possibility of moving the meeting site to the Woods. Since the AD Hoc meetings are held immediately after these, it seems reasonable to do so. Tim is hesitant. He doesn't want to wear out our welcome. Dick said he would check with Fran Tucker to see if it might be acceptable. He assured Tim that Fran would answer honestly. He didn't think that asking her would hurt our position. We agreed that it is much more important to have the AD Hoc meetings at the Woods, than ours. Richard Gallagher requested that he be notified of the meeting schedule in advance. He wants to get to the meetings, but has difficulty in scheduling on short notice. He gave us his E-mail address (rgallagh@mcn.org) and Tim agreed to place him on the E-mail list. We then moved on to the noise abatement notice format. Should we pattern ours after the others that we've seen? No one had the examples today, so we agreed to examine them again at the next meeting. A single page format seems favored. We spoke of the newsletter. Dick agreed to act as editor. The initial edition will be a single sheet with the noise abatement data on one side and various articles, etc. on the other. Richard, Jack and Dave have material for the newsletter. Dick asked for a deadline of July 22nd for the newsletter. We concurred. Tim reported on a mention of some 8000 letters of disclosure of noise problems that were mailed to property owners in the vicinity of the Raleigh-Durham airport. Appears that the local realtors are reluctant to disclose possible noise problems to potential buyers. Dave felt strongly that we didn't want to engage in any such action. We agreed. Richard opened a discussion of safe approaches to Little River Airport at night. He said that he favors a straight-in. Joel mentioned that the straight-in is commonly used at night. At nighttime the sighting of other aircraft is far easier than during the day. Jack says he continues to make left base entries. Joel feels that at night the straight-in is acceptable. He described a modified left base entry that he has been using during the day, avoiding flying over the Albion Ridge residential areas by flying up the Albion River Canyon to final. Richard said he thinks that all aircraft should be required to have at least a hand-held radio on board. He worries about the lack of safety due to no-radio aircraft in the airport area. We continued our hangar talk session with talk of the 30 mile mode C veil and it's requirements, various radio requirements and also, departure procedures from Concord. Jack showed us another new (non aviation) GPS unit from Garmin. Tim announced that he had contacted a company that markets an AWOS-A for $7500, plus installation costs. It is upgradable as desired. Upgrade to AWOS-1 brings the cost to $17,000; AWOS-2 is $28,000; AWOS-3 is $40.000; AWOS-3(P for precipitation) is $48,000, etc. Dick distributed the treasurer's report. Our current balance is $3553.93. Tim mentioned fundraising possibilities. The Mount Diablo Pilot's Association has fly-in pancake breakfasts. So does the local Grange. They are a lot of work, but they are satisfying and productive. Jack showed us a beautiful photo of the Buddhist Temple that he took in April. He is planning on getting a phone line to his hangar. It will entail running a conduit through a new trench. He is offering shares in the phone line to the other hangar owners/renters who might benefit. The shares in the line are priced at $160.00. There was considerable interest shown. Jack is planning on installing a weather station in his hangar so that Jim Goodrich can supplement his Mendocino weather data with Little River Airport information. He will also have a source of altimeter setting, for his personal use. We agreed that the next meeting of the Little River Airport Pilots Association will be held on July 27th at 2:00 pm at Coast Flyers.
