Sent: November 22, 2001 11:40 AM To: Andy Becker; Dave Brewer; Dick Ahrens; Joel; Tim Scully; Jack Reichel Subject: LRAPA Minutes Minutes of the Member's Meeting of LITTLE RIVER AIRPORT PILOTS' ASSOCIATION a California nonprofit public benefit corporation A regular meeting of the Directors and Members was held on Aug. 24,1997, at two o'clock P.M. at Coast Flyers meeting room, for the purpose of transacting all proper business of the corporation. The meeting was called by the President at the last meeting. Written notice of this meeting was sent to interested parties. Notice was publicly posted. There were present, the following persons: Joel Bornstein Dave Brewer Tim Scully Richard Gallagher Judith Barry Joel distributed copies of the minutes of the July 27, 1997 meeting. The minutes were accepted as written. He also distributed an updated membership list. Tim announced that only one response to the noise abatement questionnaire has been received to date. Dave Brewer sent his because he had comments to share. Joel said he had already stated his opinion and thought further input was unnecessary. Tim announced that Dick Ahrens has received newsletter articles from one person. Richard Gallagher has made his contribution and has offered more if we have need. Dave Brewer said he had retracted his offer at the last meeting. There will be no article coming from him. Jack Reichel is the last person who had offered to send material to Dick. Tim presented a copy of the Mount Diablo Pilots Association Newsletter. The Assn.. Is a family oriented, safety conscious group. They have dues of $180 for the first year and $210 annually thereafter. They sponsor monthly pancake breakfasts. Tim said there was an article in the Anderson Valley Advertiser that suggested the Boonville pilots look at our noise abatement policy. The writer noted that we had made considerable improvements in noise pollution here. Tim said also, that we are on the agenda of the Health, Welfare, Planning and Transportation Committee's meeting on Aug 28th at 11am until noon. The future Little River Airport Advisory Committee and the GPS approach are on the calendar. Dick Gallagher said he's learned that the County found itself with a surplus of money. There was talk of re-roofing the veteran's hall in Ukiah. He said that there was no mention of spending any of the money on the Little River Airport. The discussion turned to the noise abatement signs that have been erected at the airport. We agreed that the signs are currently inadequate. Joel suggested that the signs might make specific requests to pilots. If we tell them what to do, they will more likely comply. We questioned the location and the size of the signs. We will ask the Department of Public Works if we might install our own signs. We would make them larger and would paint them so that they were more noticeable. Judith asked if we could request the County use some of the surplus funds on the signs. Dave assured Her that the money has all been spent, or allocated. Richard asked about the Coast Guard letter, and the response of Bob Parker/Chuck Boyer. We reviewed the discussion that we had at earlier meetings. Joel said he doesn't like the Department of Public Works' demand for notification prior to our sending letters. Tim said we will be better off if we cooperate with the Department of Public Works. He feels that they will be likely to reciprocate. Joel reported the scraping of the old paint on a very small section of the wooden hangar. A County employee spent considerable time there last week. He accomplished pitifully little in several hours. Joel suggested that we don't want to have to pay for such work. The airport budget can't afford it. Dave brought up the matter of airport vehicles. He has done some research on insurance rates. Group ownership of the cars is prohibitively expensive; about $5-700/year/car. Individual ownership seems the only way to go, at under $300 each. If a driver who isn't listed on the policy has an accident, the insurance covers only the legal minimum. The driver's own policy is supposed to pick up the remainder of any claim. The price of the contract is based upon the record of the poorest driver of all those listed. Joel suggested that we might be forced to exclude people with poor driving records from our group. Each driver could be required to provide his DMV record. Dave doesn't think the plan will work. The discussion turned to rental cars. Richard asked if we might arrange group discounts with the large rental companies. They don't exceed 10%, it was reported. Dave mentioned that he got a better deal once by asking the agent what it would cost to take a taxi. Joel said that they are definitely flexible. Almost any income is better than having a car that is idle all day. It was mentioned that we might produce a package to present to the insurance companies. They might be willing to make a better deal if we offer them our complete plan. We spoke of alternate transportation. The MTA and the Mendocino Stage are a reasonable means of travel to/from Boonville or Ukiah. An 8:15 am departure from Mendocino gets you to Boonville at 10:10 am. They have schedules available. Call MTA at 884-3723 and Mendocino Stage at 964-0167. Their prices are quite low. There are few runs daily. There are none on weekends. It is much faster to drive your own vehicle. We spoke informally of special VFR rules and how those operations pertain to minimum altitudes and noise abatement. Joel said he has contacted Emery Escola, Bill Wagner and Jake Jacobs to ask them to meet with us to help with our effort at putting together a history of Little River Airport. They are all agreeable. Dave generously offered the use of his house for an informal get together on Sunday Sept 7th at 10 am. Joel said he would contact our guests to see if they can make that date. Dave will supply coffee, tea and cookies. He lives at the end of Frog Pond Road and is Jake's neighbor. Richard spoke of the free inspections of airplanes that are offered by the F.A.A.. Are we interested in sponsoring such an event? We must have 6-8 planes to inspect, before the F.A.A. will consider the trip here worthwhile. We spoke briefly of the required annual election of officers of the Little River Airport Pilots Association. After a short period of hangar talk, we prepared to go to the Woods Clubhouse for the Ad Hoc committee meeting. We agreed that the next meeting of the Little River Airport Pilots Association will be held on Sept 21, 1997 at 2:00 pm at Coast Flyers.
