Joel Minutes of the Member's Meeting of LITTLE RIVER AIRPORT PILOTS' ASSOCIATION a California nonprofit public benefit corporation *OUR NEXT MEETING WILL BE HELD AT COAST FLYERS ON FEBRUARY 15, 1998 AT 2 O'CLOCK P.M.* A regular meeting of the Directors and Members was held on Jan 18, 1997, at two o'clock P.M. at Coast Flyers meeting room, for the purpose of conducting all proper business of the corporation. The meeting was called by those present at the last meeting. Written notice of this meeting was sent to interested parties. Notice was publicly posted. There were present, the following persons: Dick Ahrens Dave Brewer Joel Bornstein Tim Scully Les Proctor Richard Gallagher Tim opened the meeting with the news that the GPS approach proposal is progressing. At the final meeting of the current Planning, Transportation, Health and Welfare Committee Supervisor Campbell indicated that it was their intention to refer the proposal to the Department of Public Works for their consideration and possible forwarding to the full Mendocino County Board of Supervisors. Tim had notified Stan Townsend of this plan, so Stan told HWP&T that DPW recommends referring the GPS issue to the full Mendocino County Board of Supervisors. So, the Planning, Transportation, Health and Welfare Committee is referring the GPS issue to the full Board of Supervisors . Tim then read a copy of Stan Townsend's draft letter to the F.A.A. requesting the approach. We were generally quite happy with the letter as written, offering only one or two minor changes. Tim and Les assisted Stan in the composition of the letter. Les asked why the GPS proposal calls for a left turn on departure from runway 29. Joel explained, with the help of the noise abatement chart, that the turn enables us to avoid some noise sensitive areas. Les feels that the pilot has enough to do on an instrument departure and doesn't need any more workload. The GPS proposal will probably be agendized for the January 27th meeting of the Mendocino County Board of Supervisors. It is hoped that they approve of the plan and direct Department of Public Works to send the request to the F.A.A.. Tim requested that as many Little River Airport Pilots Association/Ad Hoc committee members attend as possible. Dave mentioned that he has learned that it may be posssible to make radio contact with Oakland Center at altitudes as low as 3000' on departure from Little River Airport. This is due to a new repeater that is located on Sugar Hill. We are looking for people who have been able to do this. An Oakland Center controller told him on the air that it was possible, but a subsequent phone call elicited the party line of 4500-5500'. Les announced that the last available hangar site may become available once again. Michael Del' Ara has not proceeded with his construction plan and it appears that he may not build. Les said he would not take the site for his own hangar due to conflict of interest considerations. Two of the existing hangars may become available shortly. Les is negotiating for one of them, after consultation with Gene Calvert, the new Department of Public Works head. Richard said he is interested in getting information on the site. Dave was able to find a copy of the AC on the segmented circle, but it's diagram isn't clear. He has reordered from the printing office. Tim offered to try to clean up the copy that Dave has. Dave also got a copy of the AC on noise attenuating vegetation. It speaks generally of the types of growth that might help and how much is required. The work of Greg Giusti at the airport a year or two ago was brought up by Dick. Greg had made a recommendation for a particular strain of grass that he thought might do well here. Unfortunately, he never got to plant the test plot that was planned. It is hoped that Greg might consider getting back to continue the project. The AC noted that there is a balance between the noise abatement qualities of the plantings and the animal hazard that might be introduced. We feel that must be a consideration. We feel that the inclusion of knowledgeable local people is desirable. One possible participant might be Bill Heil of Table Mountain. Dick has a form requesting information on Little River Airport Pilots Association's non-profit activities. He asked for specific suggestions. Tim mentioned the painting of the airport office, the voluntary operation of the airport when Andy Becker needed to be away and our financial assistance to the Ad Hoc Committee. Dick showed us a draft newsletter to pilots and asked us for suggestions or corrections. We had a few minor changes to offer. Dick asked for possible names. Joel thought of "Pygmy Patter". We are still looking for suggestions. Dick presented the latest monthly and an annual Treasurer's statement. We had several comments to offer. Tim asked about the balance being placed in an interest bearing account, rather than in the present one which costs us two dollars monthly. Dick said he would look into other possibilities. Dick showed us a draft letter he has written to the Mendocino Coast Sentinel regarding the errors in the interview with Lee Edmundson. He asked for feedback. We were pleased with the letter. Dick wonders if he should send it, since Tim has already responded to the article. Tim asked that we consider the immediate goals of the Little River Airport Pilots Association: Les thinks he'd like an "Airport Day." Joel suggested that might be held in conjunction with the Fire Department BBQ. Les said that he has a friend who might come in an old Travel-Air to sell rides. He has a Cub that might be available for rides. He might find others who are willing to participate and show their aircraft. Another goal is the segmented circle project. Also we are interested in having F.A.A. Safety Meetings held here. Joel has been in contact with Howard Manning and is expecting a return call from him to schedule a meeting soon. Dick will make the Woods Clubhouse available once again. We then had a short "Hangar Flying" session before...
