Joel ========================== Minutes of the Member's Meeting of LITTLE RIVER AIRPORT PILOTS' ASSOCIATION a California nonprofit public benefit corporation *OUR NEXT MEETING WILL BE HELD AT COAST FLYERS ON SAT. OCT 17, 1998 AT 9 O'CLOCK A.M.* A regular meeting of the Directors and Members was held on Sept. 18, 1998, at eight o'clock A.M. at Coast Flyers meeting room, for the purpose of conducting all proper business of the corporation. The meeting was called by those present at the July meeting. Written notice of this meeting was sent to interested parties. Notice was publicly posted. There were present, the following persons: Dick Ahrens Joel Bornstein Dave Brewer Tim Scully John Merriman The meeting opened at 9:25 am due to confusion surrounding the new meeting date. Our first topic of discussion was to establish a different meeting day; Tim Scully is unable to attend regular meetings on Fridays at 9 am. We agreed to try holding our meetings on the third Saturday of the month (the weekend before The Little River Airport Advisory Committee meeting) at 9 am. Therefore, our next meeting will be held on Saturday, October 17, 1998 at 9 am at Coast Flyers, Little River Airport. We spoke of the luncheon last month at the Wharf Restaurant. Dick Ahrens said that we made $12 on the raffle. Tim Scully said it was a great success: we had 16 people in attendance. This is far better than the 4 who usually appear for the regular meetings. Dick said he is willing to act as the primary organizer of the proposed January get-together. Joel Bornstein volunteered to write a letter of thanks to Tom Wisdom, of the Wharf. Joel voiced his fear that the Little River Airport was going to be without fuel for sale after 12/31/98. The county has been aware of the impending crisis for some time and has chosen to delay the ordering of the requisite storage/dispensing system. Joel asked that we write a letter to the Mendocino County Board of Supervisors. It was agreed that such a letter is appropriate and Tim Scully was asked to write one. Tim reported that the county seems to be trying to avoid spending money for the new system. They are considering asking if a local FBO might be willing to foot the bill. John Merriman reported that he's heard nothing from the county on such a proposal. He said that he couldn't consider such a possibilty, as the type of contract recently demanded by the county makes profiting from such an investment unlikely. Tim said that the costs involved are approximately $65,000 for the tank system and about $15,000 for the cardlock system. He said that the county budget calls for an $85,000 slurry seal for the runway, but that nothing was approved for the needed fuel system upgrade. Perhaps Mendocino County General Services is the agency in charge of the fuel system. We will send copies of our letter to the Mendocino County Dept. of Transportation and to the General Services Department. We spoke briefly of The Little River Airport Advisory Committee subcommittees: Flight training: Joel/Trey Loy - some progress. May recommend no restrictions. Hangars: No progress. Willow Trent has been out of town. Ground Cover: Tim faxed Greg Giusti. Dick Ahrens remembers test site locations. Non-Av use: Dave and Susan Winding will meet today. Positive vs negative impacts shall be considered. Dave asked why we are considering non aviation uses of the airport? Tim answered that Supervisor Peterson is interested in development of the airport for community benefit. County Administrator Scannel wants the airport to make income for the county. They seem to want a $45,000 study on the airport uses vs neighborhood needs and desires. Dave feels that the airport should be left as it is. He feels that the neighbors will agree with him. Tim thinks we should make a survey of the neighbors to determine which options are least undesirable. A binary reply would be useless. John asks why the county is so against expanding services at the airport? This would greatly enhance airport income. Tim Scully said he thinks fuel will become available after a several month hiatus. John asked who is going to make investments? The county seems to want to retain complete control of anything done at the airport and to take over possession of any improvements in a few years. Dick said that Keith Paulson is still interested. John fears that any other businesses may encourage "undesirable" people to use the airport. The telephone brings people to the airport at all hours of the night. Joel said that it appears that the motorcycles are still the biggest problem on the airport. Tim Scully asked if anyone knew how large the test plots might be? Dick answered 100 X 100 feet, as he recalls.
